En las próximas horas se
sabrá finalmente qué suerte tendrán la Comisión y la Corte Interamericana de
Derechos Humanos tras la celebración de la asamblea de la Organización de
Estados Americanos. Si seguirán siendo organismos autónomos e independientes
para vigilar la situación de los derechos humanos en el continente o si, por el
contrario, se convertirán en entidades sin gravitación, permitiéndoseles a los
gobiernos su manipulación y neutralización política.
El presidente ecuatoriano
Rafael Correa ha sido el líder de un grupo de países que cansados de las
denuncias sobre violaciones a los derechos humanos dentro del sistema
interamericano, juraron pulverizar a estos organismos. La excusa fue siempre la
misma, que se trata de organizaciones manipuladas por el imperio que las usa
como instrumento de su política exterior para entrometerse en asuntos internos
y en la soberanía de los países.
Correa prometió neutralizar
a la CIDH y a su Relatoría Especial de Libertad de Expresión, después de que se
le pidiera a la justicia de su país que quede sin efecto una sentencia a su
favor, que le adjudicaba 40 millones de dólares en compensación por un juicio
por difamación que le siguió al diario El Universo de Guayaquil.
Correa, desde entonces, fue juntando
voluntades entre otros gobiernos que también se sintieron ofendidos por las
denuncias de violaciones a los derechos humanos en sus territorios. Su
estrategia mayor, es que la CIDH y la Relatoría pierdan la capacidad de
financiarse con dineros por fuera de los países miembros de la OEA, como ocurre
actualmente con casi la mitad de su presupuesto.
La medida parece loable,
pero solo encierra las intenciones de bloquear a la Relatoría y su capacidad de
emitir informes específicos sobre los países, la que necesita parte de su
presupuesto de operación proveniente de países europeos y fundaciones y ONGs
estadounidenses.
La idea de Correa, que
difícilmente ocurrirá, es que estos organismos tengan menos capacidad de
operación y así silenciar gran parte de la crítica internacional que se cierne
sobre su gobierno.
