Tráfico de médicos: tan culpable el país que trafica como el país recipiente


 Cuba es un caso aparte en materia de cooperación sanitaria, distinta a otras formas de ayuda humanitaria que fluye entre países durante esta pandemia.

Sus misiones médicas siempre han creado controversia porque forman parte de un aceitado sistema de propaganda ideológica. Lo utiliza para exportar las “bondades” de un sistema obsoleto, infiltrar sistemas políticos con red de espionaje y estrategias proselitistas para desarmar a críticos y opositores, y para obtener rédito económico que, hacia el interior, solo beneficia a los privilegiados de siempre: funcionarios y partidarios.

El común de los cubanos, incluso los médicos y sus familias no perciben esos beneficios, solo un 15% del salario. Tampoco se les permite decidir con libertad, deben entregar sus pasaportes y si escapan o lo intentan, sus familiares en la isla asumirán los riesgos. Las represalias oficiales van desde ser despedidos de sus trabajos, no poder ingresar a la universidad, recorte de víveres en la libreta de racionamiento y límites a la movilización interna. Todo esto, sumado a la cuarentana de libertad que arrastran por más de 60 años.

Es bochornoso que los países recipientes ignoren la violación a los derechos humanos y que incentiven a un régimen dictatorial y opresor contratando ese tipo de servicios. Aún peor, es que los países recipientes no se den por aludidos sobre que, en el tráfico de personas, es tan culpable y delictuoso quien origina el crimen como quien se beneficia de él. Y en este punto no se tiene que entrar en disquisiciones políticas o de afinidad ideológica – ni echar culpas al “imperio” ni ponerse a favor del nuevo gobierno argentino que los contrató ni en contra de los nuevos gobiernos de Bolivia, Brasil y Ecuador que los expulsaron – solo basta con ser objetivos y leer las categóricas acusaciones contra las autoridades cubanas de las relatorías sobre esclavitud contemporánea y trata de personas de la ONU: esclavitud, persecución y trabajo forzoso de miles de profesionales de la salud.

Cuba (también los países receptores) no puede vender gato por liebre. Si hay una transacción comercial de por medio, debe buscar el nombre apropiado a su fórmula, ser transparente con lo que cobra a los gobiernos y paga a los médicos o trabajadores de la salud según sus calificaciones, darles libertad y no imponerles conductas autoritarias como si estuvieran en su propio país. Y, sobre todo, los médicos cubanos debieran estar alejado de cualquiera otra actividad que no sea la salud pública.

Más allá de cualquier posicionamiento que cada uno pueda tener sobre las misiones médicas de Cuba, lo que llama la atención es que nunca nadie puede explicar nada con total transparencia.
